Founded in the late 1950s, Michigan State’s Center for International Studies and Programs was developed in part through the $25 million that the university made as a result of its Michigan State University Group (MSUG) activities. The first dean of ISP, Ralph Smuckler, directed the MSUG’s police training activities for much of the project.
