economic policy

During the second half of the 1950s, the leadership of the Republic of Vietnam sought to develop an economic policy to stabilize and strengthen the new state. The primary goals of this campaign involved land redistribution in rural areas to overcome the inequalities of the colonial era as well as the development of an industrial sector, in both cases with the hopes of increasing the RVN's export sector.  The RVN economy grew rapidly before the early 1960s but slowed thereafter as a result of rural insurgency and the subsequent escalation of the war in South Vietnam.  The MSUG materials shed light on various aspects of this subject, most notably the finance sector of the RVN and certain rural development programs.
