Description: Secretary of State for the Presidency Nguyen Huu Chau writes to the Director Generals of numerous departments to arrange studies in each department, carried out by the National Institute of Administration and MSUG. The departments are: Civil Service, Budget and Foreign Aid, Labor, Justice, Public Health, Finance, Reconstruction and City Planning, Agrarian Reform, and Communications. The letters include Vietnamese and English translations.
