Description: Vuong Van Bac writes a note in regards to the People's Republic of China claims to the Paracels archipelago and the Spratley [Spratly] archipelago. Bac reports that Chinese authorities sent their nationals and boats into the waters surrounding the islands of Cam-Tuyen (Robert), Quan-Hoa (Duncan) and Duy-Mong (Drummond). In this note, Bac addresses the parties to the Act of the International Conference on Vietnam.
