Description: A photograph is taken of a group of Vietnamese visitors studying in the U.S. with the National Institute of Administration's Participant Training Program. The image shows Vietnamese and American officials meeting with Michigan Governor G. Mennen Williams in his office on August 18, 1958. Left to right, the individuals are, Governor Williams, Mr. Trach, Director of the Fonction Publique, Mr. Albert Rosenfeld, MSUG O&M Specialist, Mrse. Wright, of the Michigan Civil Service Commission, and Mr. Frank Cliffe, Assistant Coordinator for the Vietnam Project.
