Description: Debrief report No. 3672 from the Agency for International Development (AID) Asia Training Center in Honolulu, Hawaii. Former Senior AID Official Albert S. Fraleigh provides some controversial views on the effectiveness of the technical divisions of foreign assistance programs, particularly the AID mission. Fraleigh's comments are historically significant, as he was one of the two founders of the Office for Rural Affairs in the AID mission in Vietnam. Fraleigh also helped orchestrate a social/agricultural experiment in the An Giang province, the An Giang Priority Area Development Program.
