Description: On behalf of the President of Vietnam, the Secretary of State Nguyen Dinh Thuan signs a series of ordinances from January to June, 1960 for the authorization of study grants to various students. The students are: Bui Quang Khanh, Luong Nhi Ky, Tran Ngoc Phat, Buu Dich, Pham Van Thuyet, Le Thi Bach Lan, Le Van Hoi, and Le Duy Duc. Vietnamese and English translations are both included.
