Description: David Halberstam, Vietnam specialist for the New York Times, reports on the decision of the U.S. government to deny pay to Vietnamese Special Forces troops used for political and security missions. Only those serving in combat against Communist guerrillas who have notified American advisers would receive pay for their service. The commander of the troops, Colonel Le Quang Tung, was distressed by this decision.
